Not mdf, no, and it is designed to stop the teams playing silly buggers with ride height and ground effect. It's a safety feature implemented after drivers died.
Oh, and a road car designed with a mentally small amount of ride height or any other such dangerous feature would never get type approval, so a rather silly analogy.
