Considering that the team started the season under a cloud because of the budget sandal, then hit the field with a car that could out perform anything, I suspect that Horner put on his PR Cap and came up with a plan.
If both drivers had remained dominant It would have continued to look like a car advantage and the smoke from the catering unit would not go away. If, on the other hand, Perez dropped off it would look like the other teams were catching up and it was only Verstappen's skill that were keeping them in the lead and not a technical advantage.
Marko's role is to create a smoke screen and threaten Perez to so that the PR myth gets reinforced by the press.

The "Sprint Shootout" should be a different format. Each session should be one warmup and a single push lap per driver in reverse order of the previous days qualifier. Slower drivers then benefit from the track evolution.
