Probably a marketing ploy. They had the ideal wing design before arriving, go out with the wrong wing and have the guys whine a bit then cut it and suddenly find 3 seconds on the straight. Lol

Did they have to get permission from the FIA and was it then scrutineered?
Surely teams can't just cut bits off the car without the FIA confirming all is still within tolerance.

Or was it yet another exception made for RB and DTS ratings.
There is big Money to be made on Max winning the Championship in Vegas.

If the wing fits within dimension requirements, etc. then it should be fine. FIA haven't said anything and I can't see why they would They just enlarged some cutouts, no changes to shape or mounting or anything like that.
