I think Franco Colapinto isn't a nice person off track.

Exhibit A was when he snubbed Brundle on the grid walk and completely ignored him while he was trying to chat to him.

Exhibit B was during Ted's Notebook after the race. Colapinto walked past the sky camera which was focused on him and not once, but twice put hands on the camera and tried to block it and swing it away.

I've never seen a driver do that before. This guy's a rookie yet he's walking around like he's better than everyone else.

So apparently, section d is only applicable and punishable if the car actually enters the pits. As Sainz did not, it is said that's why he only got a track limits violation.
