In fairness they have to keep to a delta. George was, Max wasn't. Same as having to slow for yellows. The only issue here is if the penalty was too harsh and most believe it was.

So now you just have to tell everybody not to overtake until the race is over given that that was the only place to overtake.
Or you could just send everyone through the pit lane... but that takes a bit of thought and someone who's actually watching the race.

you make a valid point. I was going based on the reason for Max's penalty (that I am arguing should not have happend)

Agree with you - it's where, if you're going to overtake, you're going to drive. Another example of why the FIA is out of their depth.
