Imho, I wouldn't say so. You'd have to know the exact phrasing and explanations given before forming that opinion. In saying that, informal discussions regarding regulations and clarifications given shouldn't be acceptable without, at least, documenting those clarifications and making them available to all.Listen from 1:51 and tell me the FIA aren't involved in deciding championships.
My understanding is that Honda had already explored the concept but had been already discouraged previously by Charlie Whiting and similar informal guidance.
