The Redbull PU is, according to ADUO assessment, ahead of everyone, incl Mercedes... but they certainly seem to be having reliability issues... which.... it appears goes back to development direction pushed by Horner. I've not found any sources that contradict/prove it wasn't. They didn't adapt for the rule developments over the years it seems, where originally, the development 'catchup upgrades' would be about reliability, not performance... but now they seem caught in no mans land in context of the final version of the rules, ADUO etc.
Well, it is a brand new engine and Red Bull's first foray into engine building, so what they have achieved so far is very impressive. Red Bull, the company that made its name off of energy drinks, has an ICE that is more powerful than Mercedes and Ferrari. You can't not be impressed with that.
They were also very open about chasing reliability last year already and even Ford spoke about it, mentioning that they were constantly making gains in finding power while being aware of the fact that they needed to improve reliability with every step.
