Fast Local Open DNS?

Hi guys,

Is there a fast, local and (preferably) open DNS service available in South Africa?

Something like Google's 8.8.8.8 or OpenDNS' 208.67.222.222

I find the response times from the above a bit slow. (getting 350 ms to 8.8.8.8 as opposed to 12 ms to google.com (74.125.233.18)
