'Faster' line speed than Data speed - can this be done?

Hi,
I am a little disappointed by the 'best effort' syndrome of ISPs. All seem to offer a combination package of data and line and are quite prepared to charge for the 'full' speed paid for but never achieved however 'because of Telkom.'

Let's say I would really like to have 4mbs of adsl data. I have previously (before retirement) achieved up to 6 mbs on an '8' package but have downsized. All this preamble leads to the question: can I hire a, say, 6 mbs adsl line (Telkom) separate from my 4 mbs (MWEB) data supply? Is this actually possible (synchronisation) and would it work? Could I get my 4 speed from MWEB 'cos Telkom has provided a 'faster' track?

From my DSL experience, your line speed is UP TO the speed you specify. No way for the ISP to guarantee you 20mbps on a DSL line if the infrastructure from Telkom does not allow it.
 
Most ISPs only "speed cap" their uncapped data packages.
Your DSL line can be 10mbps while you are using a 4mbps uncapped account = speedtest will show 4mbps (3.8mbps)
Your DSL line can be 2mbps while you are using a 4mbps uncapped account = speedtest will show 2mbps (1.8mbps)

Rather get a capped package and not be speed throttled on the data account at all.
This in turn gives you a better overall experience due to reduced shaping.

Thanks, this is what I was hoping to hear. Now to try and convince Telkom to rent me a 6 mbps ADSL line. I wonder if it even exists?

Why though?
If you're only going to use 4mb, then you should just get a 4mb line from Telkom. I also, don't think they do 6mb. Just 4 and 10mb now.
 
Good question Why. I don't live within the last mile from my local exchange, thus the signal degrades ito attainable speed. I cannot get the speed I pay for! I am hoping to rent a line that will allow me to actually obtain my 'paid for' data capacity at least. The analogy (for me) that springs to mind is that I can only afford a racing jalopy. I want to travel as fast as the jalopy will go (speed rush.) My local race track has a few twists in it that cause my jalopy trouble, forcing it to slow down. My solution (seeing as I can only afford a jalopy) is to seek out a slightly 'straighter' track for my jalopy to perform to its potential. Hope this makes sense.
Yes, line speeds from Telkom have changed - I used to rent a line known as 'fastest' - gone are the days.
