Fibre Grassy Park

Does anyone know whose trenching the roads in Grassy Park, Cape Town and laying orange pipes? I'm assuming it's Fibre..
 
nope not necessarily they could run the fibre right past your house to a tower that requires back-haul
 
I think it's just a backbone. However, Telkom brought VDSL to some places in Grassy Park last year, so fibre might come next year idk.
