Fibre in communal blocks

I own a ground floor flat in a block of 12 flats. My flat is on a street with fibre running past. I am the only person in the block that wants fibre. The body corporate will grant permission for me to be connected. All suppliers I have contacted will only connect if multiple flats want fibre. Haw can I get fibre access to my flat only.
 
Are there costs involved?

Why do the rest not want fibre?

Do they need to sign up for service or just accept a termination point?

Networks might do the initial role-out for free if there is enough future customers.
