Fibre testing

Is there someone who does fibre testing check if cables are spliced correctly.
Mtn fibre network
Between them and cool ideas Noone can seem to help why we get less than 50mbs on a 100mbs line.
Tests done directly on router
This is in Benmore Gardens
Any recommendations on who can assist

Is it not possible to test between the house and the outside box
Just to make sure there is nothing wrong with the splicing
