I saw the above thread and have a similar issue, however wanted to raise a point that e-mailed statements are not considered an acceptable FICA document.

These days, I receive the following by e-mail:
- my rates and taxes from city council
- my water bill from city council
- my electricity account from ESKOM
- my telephone bill from TELKOM
- my bank statements (all accounts including credit card & cheque)
- my clothing accounts (Edgars, Milady's, and others)
- my cell phone bills from Vodacom
- my tracking service from Netstar
- a few other odd stuff (I can't think of them offhand)

...which means that I receive almost 90% of my bills by e-mail.

Recently, I was asked for FICA docs, so I printed out my rates and taxes which reflects my address, and to my surprise this was not accepted. This has happened on several occasions.

So, is there going to be any change made to FICA requirements?
or if that change has already been made to accommodate this issue?

AFAIK, address verification can only be done with documents that was actually delivered to your physical address.

It does look as if they are busy changing that requirement though because I've been receiving FICA-compliant email statements: The provisions for FICA-compliance are:
- it should be a PDF file, so that the receiver cannot edit it
- financial documents, such as statements, should be encrypted

I hope that this helps.

I've always just printed out my joburg city bills. On a colour laser printer. How can anyone prove it wasn't mailed? I just have to let the dog play with it for 10 minutes and it looks just like any other piece of mail that's been through the post office.

Bloody rules are made by people with no inkling of reality

Who do you bank with?

Standard Bank told me they can't email me my cheque account statement. I don't understand how they can email me my credit card statement, but not my cheque one.

There are the odd occasion where I don't want the wife to know I was on standby for the month and thus getting some extra bucks, but standard bank doesn't seem to agree with that :D

I print my DSTV account which is e-mailed to me in a PDF but reflects my physical address on a laser colour printer, fold it in the normal mailed fashion, use it to FICA and Rica.

Fica does accept emailed statements if your street address appears on it, however you going to need to print 2 things.
1) The 1st page of the email where it shows who the sender was including the date.
2) The statement itself.

My bank accepted it. Obviously it should be sent from 1 of the major/well-known corporations in RSA.

Also another thing that is important to note, is that if your name has more than 1 initials, the 1st 2 initials must be on the statement.
I have basically just my Telkom bill as proof however the bill has my first and second name the wrong way around. So it doesn't correspond with my ID. This was an issue for the bank. I've tried for the last 4 months to get it changed by Helkom but with no success

Ja nee. FICA sucks!

There doesn't seem to be any regulations set in stone and thus each company has their own rules.

FNB did except my DSTV email bill as proof.

Ditto.

ROFL Just because it's a PDF file doesnt't mean you can't edit it.

Yebo yes, That is a problem, but it shouldn't take so long to get fixed. Try going to different Telkom branches to sort it out.

It's your fault. Any hobo with a blackberry can receive an email.

I make sure to always get my stuff via post so this doesn't happen.

What is also a nightmare are the ill-trained bank employees

My mother in law moved into a frail care in March, so I went to FNB with her ID, bank details and a stamped and signed letter from the old age home where she stays verifying that she lives there. No said the clerk, we need a municipal bill. I explained that she does not get one since she stays in a home. But they were adamant. So went back to the home and got a copy of their electricity bill, which is paid by CPOA. No, no good, it must be in her name. After 45 mins wait, got bank manager who was all aggressive. Told her the story. No she says, these are the rules and we cannot alter them for you. So they continued to send mail and statements to an address where the house has been pulled down. In Sep get a call from the bank, why do you not respond to letters and why did you not notify us of change of address and telephone? So go into bank again and explain that I was there 6 months prior but you refused to make any alterations since you demanded documents that are not possible to produce. So manager and clerk have a shouting match behind the counter in full view of customers. When she paused to draw breath, I said to manager, you were the one who refused to do anything about changing the address since I could not produce a municipal bill. But she could not remember this, so I said it is you Mrs Johnstone, on 28th March, and no other person and I was here with my wife. Do I have to call FNB's CEO and complain? By now she is red in the face. So she tells clerk to register a temporary address pending receipt of proper documents. I reminded her that these do not exist, so she is farting against thunder.
What a performance. These bank employees seem to have no common sense at all. The first one did not know what a frail care was at all, she had never heard the term.

Fica accepts letters of frail care / retirement villages, Those employees should get training again about fica. Also They not suppose to have hissy fits in front of clients or even in private. This is unprofessional, All banks have a sort of 'CODE OF CONDUCT' with in their policies and procedure.

If any of their Seniors get news of this, they will surely get some type of discipline or a meeting with Human Resources.
