Find Someone using their ID?

I found someone's ID and I'm trying to get their phone number to return it to them. I can't find them on Facebook. Does anyone have any suggestions?

Usually the registered address is in the back.

Or just return it to your nearest Home Affairs.
Maybe to the one nearest the registered address (hopefully still valid).
When the ID-less owner applies for a new one H/A can return the lost one.

I found a drivers license. Posted the name on MyBB. Owner contacted me the next day.
