Yes. Get caught in a roadblock and you have outstanding warrants you go straight to jail... do not pass begin and collect 200 rondt.
(...OK ... not quite... they give you chance to settle your fines on the spot with your credit card if you have available funds.)

That's not the main issue here - it's that fact that the proposed system will not adequately address the problem of the main culprits (taxis) who will always claim that they have no assets to attach and drive without licenses anyway.
The main culprit? This afternoon when driving home, take note of how many traffic laws are broken by regular drivers. Taxi drivers are bad, but that is no excuse for everyone else to break the law.

And what would be your words of wisdom when it comes to making the main repeat offenders pay their fines and refrain from habitual traffic violations?
I guess that would depend - do you have some set of statistics that identifies this group of "repeat offenders"?

Now, how do you suggest they bring the repeat offending taxi drivers to task, and make them pay their outstanding fines, and no, the suggestion in the news will not work seeing that they'll claim no assets to attach and no fixed address?

I was having lunch at a coffee shop in the middle of Johannesburg yesterday (Simonds Street). Our table was outside near a set of robots. For fun we started counting the number of cars that drove through the robots when they were red. We stopped at 20 when we got bored. 7 were taxis. This is in less than half an hour.
Around the same percentage as your counter rant !
