The main culprit? This afternoon when driving home, take note of how many traffic laws are broken by regular drivers. Taxi drivers are bad, but that is no excuse for everyone else to break the law.That's not the main issue here - it's that fact that the proposed system will not adequately address the problem of the main culprits (taxis) who will always claim that they have no assets to attach and drive without licenses anyway.
