All training is submitted to PFTC, so they would have had to submit his actual tests, targets he shot, Statement of Results and other paperwork. Not easy to fake all that stuff, and certainly not worth the hassle. There is a file open for everyone who does competency. Not as easy as just printing a photoshopped certificate.
No doubt there are ways to fake everything and let the guy apply..but as I stated above, that only gets you an application for competency, which isn't even close to a license.
