This started happening to me in my Firefox....
The image would start loading and then go into a loop, causing flashing to appear on my toolbars and around the Firefox screen.
The image would fail to load and display the error message.
It was like something was trying to access the image while it was loading.
Well, after lots of searching I found this page...

and it turns out that the problem is with Firefox and the Skype add-on / extension.
Uninstalling the Skype extension fixes the problem.
Not sure if it came up because I copied my profile from another computer and the Skype extension got damaged somehow in the Transfer... but anyway... there it is... hope it helps someone else!
