I suppose that depends on how you define "competing"

Rivalry between two or more businesses striving for the same customer or market.

Based on that definition I'd say they are competing.

I think a huge amount of the 68% IE users don't even know what a browser is. Just like when they have a problem on their PC, they would say that their Windows is problematic but infact are referring to MSOffice. :) That's probably what the EU is instigating as well, getting people to research, discover and use their browser of choice.
