I suppose that depends on how you define "competing"

Rivalry between two or more businesses striving for the same customer or market.

Based on that definition I'd say they are competing.

I think a huge amount of the 68% IE users don't even know what a browser is. Just like when they have a problem on their PC, they would say that their Windows is problematic but infact are referring to MSOffice. That's probably what the EU is instigating as well, getting people to research, discover and use their browser of choice.
