+1 on the above. What you can do to further that is to get a free .za.net domain for yourself and to use that on the dyndns account.
Dyndns probably wont update with a local only account - your IP information is sent to the server which is international :fWould that allow the dyndns to update via local as well? (the .za.net domain)

Now that you mention it, my router automatically updates my IP to DynDNS and I'm currently on local-only - and it seems to be updating it.
Maybe IS allows a connection to their IP?
