Yes we know that Telkom wil stall the process. It's standard procedure for them. But the other operators need to start getting their act together. They cannot rely on blaming Telkom forever.

Consumers will be able to buy their first fixed-line services from other operators, using Telkom’s local loop of copper cables, within 18 months.

Marwala, who is director of the control & systems group at the school of electrical & information engineering at Wits University, says the committee has recommended that access to the local loop should not be restricted to licensed network operators and that Internet service providers should also be able to provide fixed-line access to consumers.

I'm tempted to quote the whole thing, so just read the article for yourself. Marwala sounds like he knows what he's doing. And again it's going to come down to ICASA vs Telkom.
