Flat-rate cell phone calls

If I understand this article correctly it seems that flat rate cell phone calls are now available in Germany. The service starts at just 5 Euro and increases to 20 Euro for calls to other networks. If anybody can understand German please read and explain the details. This is apparently on the T-Mobile network in Germany.

@rhinosaurusrex: Well if things don't change here quite soon it looks like your great-great grandchildren will only have a choice of two operators: Telkom or Vodacom .
