Ok folks, im sorry im going on and on about this

I have setup a port foward / virtual server to fw port 21 to my local machine.

The FTP server says port 21 is closed

i guess you have tried www.portforward.com ? which router ? you hosting the ftp ?

Local firewall on the pc?
Or the firewall on the router is blocking port 21.
