Formatting Hard Drives in Linux

I've tried formatting external hard drives and flash drives in Ubuntu
Both FAT 32 and NTFS end up not being seen by any other system.
Windows, Apple systems and my TV can not see these drives afterwards.

Can anyone tell me what I'm doing wrong?

Assuming a usb drive at sdb,

make sure that the first partition is flagged as fat32 partition
fdisk /dev/sdb
- t
- 1
- b
- w

format
mkfs.vfat /dev/sdb1
 
How big are the partitions? Not that it should make a difference. The max size is 2TB for fat32. File sizes is 4gb.
