I am currently making a website that will function similarly to a forum, but am a little confused as to which forum software is best (I plan on modifying a forum-type website to fit what i want). Most importantly I will need to be able to modify the forum's code quite a lot, and if the software was open source / free it would be nice too;) Should I look out for forum software written in a specific language? Are there any suggestions out there of good forum software I can download and check out?
 
vbulletin is the best product on the market but you have to pay for it.

phpbb is the best Open source (free) product on the market.
 
I use http://www.mybboard.net, and have had no issues with it. I have also integrated it into my normal user login on the site as well. Lots of themes and plugins available too; inlcluding a vBulletin look alike theme :)
