I'd say call the service provider and give them the PIN and IMEI number. They might be able to get hold of the owner. There's no way you can keep something which doesn't belong to you. If you had left your phone somewhere and someone found it I'm sure you'd want them to return it to you.

The owner will call to check if it's still on or s/he left it in the car or house, just make arrangements to hand it over, you'll thank yourself.
is the pin on the phone or the sim? i.e if you put your sim card in will you not be able to see the saved contact on the phone and phone one that says, mom, dad, brother, work etc...
Have not put my Sim in yet , you think i should try that, but there was a pin on after you unlock it with the star en dial button, but wil only be able to do that once the phone goes live
Are you seriously considering that? What about all the personal information on the phone, or won't you mind the legitimate owner losing that. I know a few people will say that the owner was stupid enough to not make backups, but let's face it, people don't backup.I think i should sell it to the heights bidder
If I found something like that that doesn't belong to me, I would make every effort to find its owner.
