I missed his second paragraph. Correct - PPTP doesn't come into it AFAIK.
It's likely just another PPPOE on the same piece of copper.

Okay that kinda makes sense, so what is prevent them from zero rating this connection ? Cant a VPN be zero rated ? I worked on private company VPN's before that zero rated, mind you that was using a mobile network but surely the routing protocol remains the same regardless of mobile vs fix ? Sorry been about 8 years I left the networking industry and my certs have all lapsed lol. Please explain like Im a 5 year old

Netflix charge a once off fee per month ($7.99) and you watch whatever you want.
R27 to watch once single movie? ugh..

Make it a R100 or R150 flat fee per month VIDI, otherwise I'm not interested.
