I would like to know if there's any Newsletter software (Free)than can be downloaded... A lot of sites have the trial version and after a month or two you have to pay...Thanks

Hi disabled
Your cpanel has phplist available for automatic (one click) installation through Fantastico.

Phplist is one of the best newsletter managment scripts available (not least because it's free) although it might have too many bells and whistles for you, if you're looking for something really simple?

Try it out -- you might love it as much as I do! :)

What checks do you put in place to stop abuse?

I'm assuming you mean abuse by clients?
We have strict limits for clients on shared hosting: 100 emails per domain per hour, 1000 per 24 hour period.
Clients have to throttle their software to comply.
Batch sending of 40 emails an hour (960 per day) will work well.

ETA: PHPlist offers batch processing, throttling and domain throttling, which is another reason why I recommend it, and have it available for installation via Fantastico in all my clients' cpanels.
