I am looking for a free PDF editor. Doesn't have to be too fancy. I just want to be able to edit text and add pictures. It has to work on Windows 7.

Can anybody recommend one?
 
Microsoft Word can save to PDF. Think since 2010 version.

No, don't think so. Not Word 2010 anyway. Don't know about the newer versions.

You can't change stuff but you can add text and images and save it. Handy for filling in forms and pasting my signature in.

PDF Forge PDF Creator is freeware. Been using it for over 2 years now.

Ms Office 365=Office 2013/16 will open and edit pdf within Word.

Try using your Ms Account(Outlook.com) with the free Office Online suite and edit your pdf in Word Online.

Just check the size of the resultant pdf file. In my experience most free/cheapy editors will turn a 100kB pdf into a 500kB bloater when adding just a word or two. Deleting content can more than double the file size.

If you and your readership can live with that, I s'pose it matters little.

I can't, so forked out for a reasonable pdf editor (Foxit).
 
Inkscape is a vector editor so you will be able to edit pdfs, not too hard to operate. I think Libreoffice can too, but will have to check.

Edit : Yip Libreoffice Draw opens pdfs just fine, can change text and add images

PDFedit is the open source project. By saying open source, the application is free to download. The program helps in manipulating the PDF files and docs. The program contains set of command tools that lets you edit the PDF contents. Complete editing of PDF documents is possible with PDFedit. You can change raw PDF objects (for advanced users) or use many GUI functions. Functionality can easily extended by using a scripting language (ECMAScript).
