Yes you just need to download them and install them on the specific system in question.
I've grabbed all 3 as I have Vita, PS3 and PS4.
No issues.

I think he means can you play PvZ specifically offline.
I think you can play the Garden co-op mode offline.
There is a split screen option for sure.

Note it's only free to download during the PlayStation Experience so expires end of today (US I assume).

Yeah, but you only need to start the download, you don't need to finish it.
Yeah and as well if for whatever reason (lack of HDD space) you hadn't even started the download but the system shows your "purchased" icon next to that particular game, it'll still reflect in your download queue when signing in to the PS store.
