Is there anyway to transfer a file from one user with a 3G card to another user with a 3G card? No, I do not want to send it via mail. I have a IP and the other person has an IP. Why cant we directly see each other and transfer the file?
 
Hmmm, should be possible 'in theory' if you are both with the same provider.

Otherwise, the answer to your question is that on 3G you get assigned an internal IP address as opposed to a public IP address. You can only connect directly to a public IP address.

You can phone you provider and ask to be provisioned for a publc IP address, they usually call it a VPN access point. Once you both have a public IP address you can connect directly to one another.

It is possible if the receiving 3G card is on the unrestricted apn.

I'd suggest you read up a bit on how TCP/IP works and specifically routing. You'll learn how ports work and the effect of having ports blocked or have them 'open'.

The internet and internetvpn apn's won't allow incoming ports while the unrestricted apn does allow incoming ports.
 
Or if you both have access to a linux box somewhere you can setup a reverse tunnel.
