So what have they achieved then? Why is telecoms so expensive and Telkom smiling! Why have the poor and in particular Soweto no infrastructure or lines?

I am personally very happy to hear this. This cost + 4% has been mentioned a lot now and if they do exactly as they say it is only going to be good for us.
The gov did say they are trying to lower the cost of telecommunications in SA and Telkom has so far resisted. So now they are forcing the issue whilst not over regulating the industry. Good on them. (If they do as they say)

I'm really disappointed in all you guys complaining about the new regulations. Yeah prices did not go down...so bloody what. I know for a fact that it will be going down again before the end of this year so please freaking relax!

I tend to agree with a certain amount of wariness towards government owning significaint stakes in anything except for providing basic public services.
A bigger concern is the rental of infrustructure. The pricing will be dictated as per the only other true model available, in our country, which is Telkom.

well ppl. i dont know y ur so sad abt this. Atleast the SNO owns some part of infaco, unlike the guavamint owning 100%. And theyll be forced to sell at cost + 4% which is QUITE cheap.

All the way, Thats why they introduce per GiG billing and all the other crap last year in expectation of whats to come! All Telkom did to water down this regulations in favour of Telkom is to sponsor an overseas trip. That how easy it is to corrupt this low intelect GVT leaders (Icassa included) So your easy ride is a joke. It will take years before we have our rightfull services. I'm sure my optimism will come back to bite me in the ***, but I think things look much better than it ever did before. Cost +4% is much better than the cost +1000% that telkom gets. Will there be any transparency in determining what 'cost' actually is?

You think it's a *good thing* that GOVERNMENT (which happens to own large stakes in both "competitors") now owns the network? Anyone with even an ounce of sense should see that that's obviously a bad thing.
Cost + 4% is a load of baloney.
