Yes, I nerver worked with wamp before, but it should be possible.
You will have to go to xampps phpmyadmin and export the appropiate database belonging to the joomla site. Import it into wamps phpmyadmin and it should work.

In order to do this, make sure either xampp or wamp is inactive. If both are active, none will work, as i guess xampp and wamp will use the same port for apache and mysql.

Wamp gave me lots of issues, I didn't enjoy using it at all. In the end, I went and set up my test Joomla site the hard way with IIS, MySQL and PHP, and in the end it worked out better. I learnt more too.

AFAIK, Wamp doesn't set a password for the SQL database, which can cause it to be tough to configure with PHPMyAdmin. Of course I stand under correction

I've never had any issues using WAMP. It's what I use to test my sites on if I work on them offline. With WAMP you can set the database password, it's all in your settings in the systemtray.
