Fuel levy vs e-tolls

The whole country needs roads though. Not just highways. Fuel levy has always been the best way.
 
With all the fuel increases, I'm sure they that the fuel levy already caters for e-tolling. Adding more to the fuel levy is just increasing the +-2700 corrupt government officials' bank accounts
 
The economist oak makes no sense, because the fuel levy does pay for all roads, doesn't it??
 
I love the logic used in that advert about how a fuel levy isn't sustainable because cars are becoming more efficient :D
 
Jisis this is stupid. Every month the fuel levy increases because the petrol price goes up. The problem is that those fskers are stealing the money.
 
I disagree with the article, in my simple logic surely we all win with fuel levy ( Outside of the issue of money not being spent in the correct channel/manor )

If fuel levy builds Highways, arterial roads should become less congested as more people would use the fastest route possible to get from A to B. Thus if this becomes the highway people would move from arterial roads to the high way.

This may mean that indirectly your travel time may be reduced, purely due to less other cars on the road ( assuming you cant use the highway). Thus I would still be happy paying this levy even though I did not directly use the road.
 
There are two problems here:

1. I agree, where does the money go to. Our govt puts it into a big pool instead of ringfencing.
2. I disagree about the unfairness. I pay tax, levies etc. and don't use everything govt provides. In truth, the middle-class are the people getting the least return on tax in SA.

No, Sanral, municipalities and provincial governments all build roads and get their funds from different places. So if we just have a road agency and they do all the roads - they should get the whole levy and maintain and build roads. Currently the fuel levy just goes to SARS and it doesn't mean that the people building the roads get all that levy funds back.

No, the fuel levy is a set price per litre. The fuel price goes up or down each month based on input costs. The fuel levy is changed each year in the national budget.

By his reconing a grant receiver in Eastern Cape should give back his money as it was contributed by a Western Cape taxpayer? Or better, only coastal citizens should pay for the navy as it only affects them.

Like tax is only ever applied to the immediate domain of the contributer.

Also, care to explain how the fuel levy has worked well up till now but suddenly it stopped working? The previous government obviously didn't steal as much as the ANC, so roads got built & maintained etc from the fund. In fact billions have been collected this way without the need for e-tolls. What has changed? Hasn't cars been getting more fuel efficent since the 70's? Won't less people use the highways as prices go up, affecting the collection of tolls too? Why is the fuel levy suddenly not efficient anymore?

Btw just saying .. we also all paid for Nkandla & not everyone's using it.

He's either an ANC stooge which would explain the disconnect .. or seriouly doff for an economist.

AFAIK its the percentage that gets set annually, not the actual price.

The Minister of Finance announced on 26 February 2013 that the Fuel Levy and the Road Accident Fund on petrol and diesel will increase by 15.0 c/l and 8.0 c/l respectively on 03 April 2013. The Fuel Levy on petrol and diesel will amount to 212.0 c/l and 202.5 c/l respectively. The Road Accident Fund on petrol and diesel will amount to 96.0 c/l with effect from 3 April 2013.

While the fuel levy seems like the band aid to road funding, i don't think it is the fairest method to pay for roads. Just because I drive a gas-guzzling V8 at 15L/100km and my mother drives a fuel efficient econobox at 6L/100km, why should I pay more than double her fuel levy for travelling exactly the same distance?

Surely a combination of fuel levy and an increase in licence and registration fees would be more fair based on vehicles mass and configuration, as this is what ultimately determines the amount of wear and tear on the roads?

Also, when I put petrol in my lawn mower or generator or speed boat, I'm paying fuel levy for roads!

Already you pay extra tax for CO2 production when you buy a new car, and you also pay different licensing fees for different vehicles.
 
The fuel levy was ALREADY increased around April. Why are we debating whether it should be increased again? There should be no e-tolls and no fuel levy increase now...
