Gaming and download isp?

So my friend in Cape Town has a lot of problems with his current isp atm.
He uses http://www.wirelessonline.co.za/ He bought a uncapped package but, since they don't host uncapped anymore they switched his account to mweb uncapped.

He has a lot of disconnects so he decided he wants to get ADSL.
What he wants:
384k
15-30GB
Budget is about R400-R450
Shape/ Unshaped doesn't really matter for him. He says he can xbox with shaped bandwidth?

Which ISP would you guys suggest? He wants to control his own ADSL line so, ISP with inclusive line rental is out.

You can't really get uncapped that is suitable for gaming with a budget of R450 or less, if it has to include the telephone line rental too.

I've had a pretty good experience with Mweb uncapped, but you might have issues with them since they're not peering locally with SAIX.

My local latencies on IS is rather high, compared to what I had on Mweb and WebAfrica.
