Hmm, the article did suggest that this is only an interim solution while icasa is still working on determining cost-based rates. So an interconnect rate cut with a promise from operators to actually cut their retail prices is better than no cut at all.

And we all know how many calls are longer than 5 minutes, especially in Cell C's target market...
