That girl is still resisting arrest. The lone cop obviously went for the weaker target and is struggling to control the young girl.
He probably shouldn't be a cop. But that girls parents and whoever is with her probably shouldn't be parents.
It's just so messed up to let your 14 year old girl go out looting.
