After the first death, the arrest SOP should have been changed and training updated for all police in the force. Hand cuffs. Feet cuffs. It would stop the need to use force to detain someone.
The same effects we saw from the prison experiment will come out with cops in situations like these. We need to acknowledge that and put in place mechanisms to diffuse these situations so people remain level headed.
