Lvl 3(?) switches can do that and they don't really do much other than read what type of packet it is.
 
So...

Why don't they just give us all 56kbps so we can't ever exceed the information 'superhighway' speeds? Cap isn't a solution to a high speed and therefore potential volume problem... it just creates peak hours and quiet ones. Simple, let's go back to the trusty old crusty US Robotics 14.4kbps with bulletin boards in plain ol text?!

The ironic thing is that I was downloading more every month when I had my "trusty" 56k connection than I do since I've had ADSL because of the ridiculous bandwidth costs.

You are getting worked up over nothing really - we are nowhere near the usage levels or broadband speeds of the US. To actually use the internet you need the equipment first - when government starts handing out free pcs to the "previously disadvantaged" then you'll need to start worrying.
 
Watch Telscum claim to be the pioneers of bandwidth capping now...
 
It just opens a nice place in the free market for a company that can give what the users want. AOL capping you at 10BG a day? No problem, another company will have uncapped accounts for $2 more a month and that company will attract all the users and become the new ISP to beat.

if i payed for my 10 30 100 gig i'll use the way i want to. the us just wants to spy on it's citizens
