Getting info off a dead pc.

i have a another desktop that does not wanna boot-up, is there any way for me to get info off this machine as it is or would i have to send it to someone for them to repair it?

Take out hard drive and put hard drive in working pc. Boot Windows and copy files over

take the hdd out and put it in slave mode and connect it to a working pc as a second drive
