Have you considered that the original article may have been written for the magazine, and published, long before it was uploaded to the web site?
 
Sooo .. Ekhuruleni is trying to keep it's name out of this like crayzy.
Anyway ... they authorise 100m ... but then there's regulatory problems.

Meanwhile, news that Telkom had tied up the City of Cape Town's broadband network project in litigation didn't seem to bode well for the success of other metropolitan broadband initiatives - at least until the regulatory environment can catch up with the new legislation.
