A little birdy (ok, a big fat, ugly birdy) told me that Telkom is now ready to offer ISP's that magical item called "Radius Interim Accounting" with a maximum frequency of one hour. This means that ISP's can now start tracking their users' usage per hour, instead of per session reset.
It still doesn't help with users stealing bandwidth over their session times, but apparently that is "Real Soon Now(tm)" with them implementing something called the Packet of Death, which will allow an ISP to kill any session of their userbase.
