Good Offline GPS

I know this topic has been discussed few years back, but can you guys suggest a good Offline GPS for android phone. I have Nokia Here Maps app but it's outdated, I stay close to a shopping center but it does not show on here map.

Afaik both Waze and Google Maps allows downloading of maps for offline use.

You have a phone so why not just use it online?

Always up to date that way.

And the data usage is really minimal.

I'm on Telkom Mobile data are very cheap but the don't last. Just bought 1GB I downloaded few apps I'm already left with 499MB.
