Google dont wanna work

my google doesn't wanna work 2day, it was working yesterday but this morning it just wouldn't open up. any help would be appreciated.
(BTW, gmail isn't working too)

BTW, some other pages also wont load, like newszleech.com and NZBMatrix.

when does cap usually come, i.e. at the beginning , middle of the month? and how much local cap free cap do u get?
