Is there any way to upgrade from a free Google Account (with 15GB storage) to the above mentioned account, which offers unlimited storage?

I haven't looked at the @work package so can't really comment on that, but I assume that's only for Google App's users, which costs $50 per year per user.

Yes if you have a Google Apps account ie email is [email protected]. No if you have a Gmail account ie @gmail.com. But if you register a domain and configure DNS, you will be able to.
