There are two key dates for the phase-out:
- January 17, 2022: New Manifest V2 extensions will no longer be accepted by the Chrome Web Store. Developers may still push updates to existing Manifest V2 extensions, but no new Manifest V2 items may be submitted.
- January 2023: The Chrome browser will no longer run Manifest V2 extensions. Developers may no longer push updates to existing Manifest V2 extensions."

Though V3 may limit API use, and trouble privacy, some ad-blockers will comply and others have build their own browsers like Ghostery did with Dawn. For the most part, Google is in the view that extension developers must build their 'apps' with transparency, and that must be publicly shown within their privacy practices.
APIs which are in breach with Google will be unavailable, and Google have already started removing extensions which aren't compliant in this regard.
The only way to really know to what extent Google will be limiting APIs is to wait until January. This being said, Google has been updating their rules to accommodate some requests.
Since I know this will go in circles, I will bookmark and return to this thread on February 2023.
