Android is Developed by Google. So a Keyboard Developed from the same developer is fine. I have more Trust in GBoard than SwiftKey

It is vague when using such words. Legally it means you don't give them a consent to collect your passwords.Is it illegal however if you give consent (Which you do by clicking "ok")?

As for the OP question, it is just a message from the OS warning you that application will receive special rights which normal applications do not have. Trust it or not, it is your choice. You have to have some keyboard application active anyway.
