Something something fragmentationWith the X you need to cater for the notch at the top, you cannot just expand the layout as you could have crucial controls hidden by it.
For example Instagram's first X update did go full screen but their volume indicator was partially hidden by the notch. So in the update they did a day or so ago the whole volume indicator is now shrunken and shown in the top left area of the X.
While people here bitch about why it wasn't done, a lot more people would bitch if the top part of their apps (normally used for things like address bars and the like) is now useless.
