Cape Town - Provincial budgets will swell by R90bn over the next three years, Finance Minister Pravin Gordhan announced in Parliament.

But, Gordhan has warned that provinces have no option but to "cut the frills" and "change their approach" to how they spend money.

In 2008, 261 000 people were employed by health departments in provinces, 100 000 of them admin staff.

For example, provinces were spending about R260m a year on cell phone allowances.

Treasury's Kenneth Brown, who co-ordinated the expenditure review, said if the 3 000 senior managers who qualified were given a generous allowance of R1 000 a month, with the option to justify higher accounts, the total bill shouldn't exceed R36m a year.

It's taken them 16 years to catch onto this fact? Well, I hope Gordhan sorts this mess out. There is too much money going into a black hole and someone should be held accountable!

By 'cutting frills' he means the tax payer must cut those and give more donations to his Dept. Govt doesn't know how to cut costs - these guys are spoiled - they want their limos and contracts for their BEE partner buddies and so on.... it ain't gonna happen - what will happen is that the taxpayer will be coughing more up.

I agree. They feel f***all for the taxpayer, they'll just squeeze us lil harder!:D

Wait... either my maths is HORRIBLY wrong... or there is something missing from that article.

The average cellphone bill of those 3000 senior managers is R7300pm?!?!?!?!

This new "oversight" department of Manuel's is supposed to ensure that these cost cutting measures insisted by Gordham are actually put in place. It'll be interesting to see whether this expanded cabinet loses, or actually saves the tax payer money.

Possibly, but then they possible have phones for their wife (wives?), kids, and the department janitor. They need to audit all these contracts and ensure ONLY 3000 contracts exist.

So our best-on-earth and fairest of all, government is copying the UK imperialists? Wow, who'd have thought. :)

Is it not colonialists?

But maybe this is a step in the right direction. If they take those millions and give it to the national health thing maybe we will get taxed less.

I know i'm asking for a miracle but maybe we are in for a few... maybe i hope.

Then again they can just buy cars and skip the phones.
