Advanced OOB rates are the same as inbundle , lower than Standard OOB rates

The point Vodacom keep intentionally missing is that we want to pay R149/2Gb with nigh owl without the risk of OOB - if you don't want us to go OOB why don't you just make it so. I don't believe it that hard.
It is technically currently not possible to stop your bundle immediately after your bundle is depleted.

So the data restriction is managed by the billing system, not some sort of enterprise level bandwidth manager?

The question is how often is the billing updated? I mean how do people manage to get bills of 20K? Surely the credit system must kick them out when it is exceeded?

On new contracts a mandatory call limit is inserted for the first few months in order to assist with managing the initial period of the contract. This is generally in the region of R2500 excl vat. It is however possible for a client to set a lower voluntary limit.
The limit he refers to is the credit limit which is always in the couple of grand. But after 3 months you can set your own limit at a minimum of R50. Remember though that all these limits don't mean jack if you do leave something running, the system all cuts you off the next time you disconnect. So you could run up a bill of 1000s whether or not you have a limit - that's where maybe the SMS thing helps if you have 'other number' configured.What's the lowest possible limit?
