Is it safe to use a longer USB3 cable on a riser being used for mining?

I converted a shelf to a mining frame but i positioned the motherboard just a little too far to one side so i'm loosing some space because the cable won't reach. A longer cable will be more convenient than having to turn the thing off and get the tools out to move the motherboard.

It's hard to say. GPU risers for mining aren't the most robust pieces of hardware (and some of them cause fires). If you plan to buy a longer cable and the riser does in fact use a standard USB3.0, then it should work, so long as the voltage drop isn't too high.

The only way to find out is to try (if there's no documentation). Buy a good quality cable, if you do.
